Rachael’s vision for our people directorate is to create a truly collaborative and integrate service across all people functions to build a fully engaged, inclusive and high performing workforce that lives our values and behaviours.
She manages the four key functions in the people directorate:
- Education and learning
- Organisation development and culture

- People services
Core objectives
- Work collaboratively across education and learning, organisation development and culture, workforce and people services
- Provide greater opportunities and development for our staff through training and education to support improved delivery of care
- Build our approach to equality, diversity and inclusion in all that we do
- Improve the health and wellbeing of our staff through a share strategy for physical and mental wellbeing
- To innovate and use OD practice to build change through an appreciative approach to our OD interventions
Background
Rachael Metcalf is a Chartered CIPD professional with over 25 years’ experience in the field of people services.
She joined South Tees Hospitals NHS Foundation Trust in 2004, working at senior level leading several people functions and services. She became director of human resources in September 2018 and was appointed as the group chief people officer in June 2024.
Prior to her NHS career, Rachael worked in HR at North Yorkshire Police and started her HR career in an investment bank in Azerbaijan.
